We (my boss and I) have been trying to collaborate with Chinese geologists over the last 10 years. It was very frustrating because their goal was not solving a (big) problem (transport of metallic and non-volatile nanoparticles through impenetrable mediiums) - but to please their funders having another (worthless) paper. Of course peer reviewed in journals with impact factors over 3-5. Fortunately, no $$ were coming form the US, except our time and effort. I think supporting their research is difficult because one never knows what their goals are.
